EC will be formed this belief needs to be created

These are the views expressed by the speakers at the roundtable discussion on ‘Proposed Election Commission Appointment Act: Public Aspirations and Duties’. This roundtable discussion is organized by Citizens for Good Governance (Sujan) and Citizens for Good Governance. The speakers shared their views on the virtual part. Among them were former CEC ATM Shamsul Huda, former commissioner Brigadier General (retd) Sakhawat Hossain, Dhaka University law professor Asif Nazrul and senior director of Democracy International Abdul Alim. The term of the current Election Commission is coming to an end on February 14. The government has taken initiative to formulate a law to form a new EC. The parliamentary committee has already given its opinion on the bill. It will be taken up in the National Assembly for pass. In this situation, the question arises as to how much the government will take into account this round table meeting. Most of the speakers expressed doubts that their views would be taken into account in enacting the law. However, they believe that these suggestions may be useful in the future if the law needs to be amended.

Former CEC ATM Shamsul Huda said that if there is distrust at every level of law, then there will not be much benefit from legislation. And there is no guarantee that the law will be better if it is big. EC formation laws need to be short. ATM Shamsul Huda said, “It has been mentioned in the draft law that the Cabinet Division will be the secretary of the search committee. I think the Election Commission Secretariat can be given this responsibility. Because, in theory and in law, the Election Commission is an independent institution. The cabinet division is under the government and run by politicians. He thinks that the outgoing CEC can also be included in the search committee. Because he has no chance to return to EC. He said that the outgoing CEC was not involved in dirty politics and had given this opinion on the assumption that he was educated.

Former CEC Shamsul Huda said that the CEC and the commissioners should be more strict about their qualifications and disqualifications. He said that it would not be right to take into consideration those against whom any kind of written or unwritten allegations have been made. Here are three or four terms. There will be no shortage of good people in the country for this. If you want to make a good commission, you can’t bring a spotted person. He further said that the EC should appoint a person who has no blemish in his whole life. Complaints came, in addition to the people who have received, why bring the EC?
